DEPARTMENT OF GAME, FISH AND PARKS: (December 28, 1999) intends to adopt rules pertaining to time restrictions for use of state park system, unleashing of pets for training activities, state lakeside use areas added to list of areas where the fifteen continuous day camping limit applies, limit use of bicycles to roads and trails in designated multiple-use trail areas at Newton State Park and Lewis and Clark State Recreation Area, make check-out time consistent in all areas requiring a park entrance license, change the fees charged at Lake Cochrane and Farm Island, correct the name of the unit at Roy Lake, decrease the size of the public swimming zone at Midway Unit of Lewis and Clark Recreation Area, amend the spring wild turkey hunting season, amend the use of rifles and handguns during turkey hunting seasons, permit the harvest of light geese in the spring in compliance with Congressional action, and establish a "no boating zone" in Silver Lake during the spring light geese season in compliance with Congressional action. The general authority for these rules, as cited by the department, is SDCL 32-3A-1, 41-2-18, 41-6-18.2, 41-6-18.4, 41-11-5, 41-17-1.1, 41-17-13.4, and 42-8-1.1.

A public hearing will be held at the Kings Inn, 220 South Pierre, Pierre, South Dakota, on January 18, 2000, at 2:00 p.m. to consider the adoption of the proposed rules. Copies of the proposed rules may be obtained from and written comments sent to John L. Cooper, Secretary, Foss Building, 523 East Capitol Avenue, Pierre, South Dakota 57501, and must be received prior to the hearing date. Comments may also be sent by e-mail to scottc@gfp.state.sd.us. DEPARTMENT OF AGRICULTURE: STATE FAIR COMMISSION: (December 29, 1999) is proposing rules to reflect the change in concession/vendor, camping, and exhibitor contract/application return dates and concession/vendor, camping, and exhibitor refund request or cancellation dates. The general authority for these rules, as cited by the commission, is SDCL 1-21-10.

A public hearing will be held in the Commission Meeting Room, Administration Building, South Dakota State Fairgrounds, 890 Third Street SW, Huron, South Dakota, on January 18, 2000, at 10:00 a.m. to consider the adoption of the proposed rules. Copies of the proposed rules may be obtained from and written comments sent to the South Dakota State Fair Office, PO Box 1275, 890 Third Street SW, Huron, South Dakota 57501. Written comments must be received by January 18, 2000, to be considered. Persons who have special needs for which the department can make arrangements may call (605) 353-7340 before the hearing.

 

DEPARTMENT OF COMMERCE AND REGULATION: DIVISION OF INSURANCE: (December 29, 1999) intends to adopt rules to establish standards, criteria, and procedures for a nonprofit organization to apply for recognition under the immunity statutes found at SDCL 58-4A-13. The general authority for these rules, as cited by the division, is SDCL 58-4A-13.

A public hearing will be held in the first floor conference room, Commerce Building, 118 West Capitol, Pierre, South Dakota, on January 21, 2000, at 2:00 p.m. to consider the adoption of the proposed rules. Copies of the proposed rules may be obtained from and written comments sent to the Insurance Fraud Prevention Unit, South Dakota Division of Insurance, Commerce Building, 118 West Capitol, Pierre, South Dakota 57501. Written comments must be received by January 20, 2000, to be considered. This hearing is being held in a physically accessible place.
