NOTICES OF PROPOSED RULES (The date in parentheses is the date the rules were filed in the Legislative Research Council):

Department of Social Services: (January 14, 1999) is proposing rules to adopt the most recently published copy of the federal rules for operating the Food Stamp Program; increase the standard utility allowance; repeal rules that are now mandatory requirements of the Food Stamp Program; update the rules relating to the employment and training segment of the Food Stamp Program; amend rules relating to monthly reporting and budgeting requirements; and amend rules relating to disqualification penalties and collection procedures.

A public hearing will be held in Conference Room #2, Kneip Office Building, 700 Governors Drive, Pierre, SD, on Friday, February 5, 1999, at 1:15 p.m. Copies of the rules may be obtained from and written comments sent to Jill Wellhouse, Administrative Rules, Department of Social Services, 700 Governors Drive, Pierre, SD 57501, and must be received by February 15, 1999, in order to be considered. This hearing is being held in a physically accessible place. Persons who have special needs for which the agency can make arrangements are asked to call (605) 773-3305 at least forty-eight hours before the hearing.

Department of Social Services: (January 14, 1999) intends to amend rules which are used when determining the rate of reimbursement for covered Medicaid services provided in a hospital.

Department of Environment and Natural Resources: (January 14, 1999) intends to adopt rules to amend the South Dakota air pollution control program rules to comply with the federal regulations.

A public hearing will be held in the Matthew Environmental Education and Training Center, Joe Foss Building, 523 East Capitol, Pierre, SD, on February 18, 1999, at 10:30 a.m. Copies of the rules may be obtained from Brian Gustafson, Air Quality Program, South Dakota Department of Environment and Natural Resources, 523 East Capitol, Pierre, SD 57501, and must be received by February 16, 1999, in order to be considered. This hearing is being held in a physically accessible place. Persons who have special needs for which the agency can make arrangements are asked to call (605) 773-7171 at least forty-eight hours before the hearing.
