NOTICES OF PROPOSED RULES: (The date in parentheses is the date the rules were filed in the Legislative Research Council):

Department of Commerce and Regulation: South Dakota Electrical Commission: (March 31, 1999) is considering adoption of rules to reflect advances in materials, testing capability and safety, and to maintain uniformity with other states. The general authority for these rules, as cited by the department, is SDCL 36-16-12.

A public hearing will be held at Casey's Welcome West Plaza, Chamberlain, South Dakota, on May 18, 1999, at 1:30 p.m. Copies of the rules may be obtained from and written comments sent to State Electrical Commission, 118 West Capitol Avenue, Pierre, South Dakota 57501, and must be received by Monday, May 17, 1999, to be considered. Persons with special needs for which the agency can make arrangements are asked to call the State Electrical Commission at 1-800-233-7765, before the hearing.

Department of Commerce and Regulation: Division of Insurance: (April 1, 1999) is proposing rules that will require prospective purchasers of life insurance be provided with the most recent version of the Life Insurance Buyer's Guide. The general authority for these rules, as cited by the department, is SDCL 58-4-1.

A public hearing will be held in the second floor conference room of the Commerce Building, 118 West Capitol Avenue, Pierre, South Dakota, on Friday, April 30, 1999, at 10:00 a.m. Copies of the rules may be obtained from and written comments sent to the South Dakota Division of Insurance, 118 West Capitol Avenue, Pierre, South Dakota 57501, and must be received by 5 p.m., Monday, May 10, 1999, to be considered. Persons who have special needs for which the agency can make arrangements are asked to call the Division of Insurance at (605) 773-3563, before the hearing.

Department of Social Services: (April 1, 1999) is considering adoption of rules to include on the Central Registry of child abuse and neglect certain additional names; require notice to any individual whose name is going to be placed on the Central Registry; clarify the grounds for amending or expunging information or removing the computer record of a report from the Central Registry; and provide for the release of certain information. The general authority for these rules, as cited by the Department, is SDCL 26-8A-12.

A public hearing will be held in Conference Room # 1, Kneip Building, 700 Governors Drive, Pierre, South Dakota, on Friday, April 23, 1999, at 1:15 p.m. Copies of the proposed rules may be obtained from and written comments sent to Jill Wellhouse, Administrative Rules, Department of Social Services, 700 Governors Drive, Pierre, South Dakota, 57501. Written comments must be received by May 3, 1999, in order to be considered. This hearing is being held in a physically accessible place. Persons who have special needs for which the agency can make arrangements are asked to call (605) 773-3305 at least 48 hours before the hearing.

Rules Review Committee Meeting

The next meeting of the Interim Rules Review Committee will be held April 14, 1999, in Legislative Conference Rooms 1 and 2, Third Floor, State Capitol, Pierre, starting at 9:00 a.m. Agencies whose rules have had a public hearing are asked to have a representative present at the meeting to give background information on their rules.
