NOTICES OF PROPOSED RULES: (The date in parentheses is the date the rules were filed in the Legislative Research Council)

Department of Game, Fish and Parks: (May 11, 2000) is proposing rules which will provide a park entrance license exemption at Lake Thompson Recreation Area during its grand opening ceremonies July 7 and 8, 2000; provide for liberalized fishing of certain bodies of water at times other than during the winter; increase the number and types of licenses and tags available for the West River prairie deer season; divide Jackson County in two units; provide that land occupant preference is not available in Unit 324B in Dewey County; modify season dates for units in Bennet, Gregory, and Mellette counties; establish the number of licenses and tags available for fall wild turkey hunting season; modify certain turkey hunting units; and correct reference to definition of a furbearing animal. The general authority for these rules, as cited by the department, is SDCL 41-2-18, 41-6-21, 41-11-5, 41-17-1.1, and 41-17-13.4.

A public hearing will be held at the Matthews Training Center, Foss Building, 523 East Capitol Avenue, Pierre, South Dakota, on June 1, 2000, at 2:00 p.m. Copies of the proposed rules may be obtained from and written comments sent to John L. South Dakota Lottery: (May 12, 2000) is considering rules to establish guidelines regarding Rolldown Lotto game requirements as an on-line lotto game. The general authority for these rules, as cited by the board, is SDCL 42-7A-21.

A public hearing will be held in the Kneip Room at the Governor's Inn, 700 West Sioux Avenue, Pierre, South Dakota, on June 2, 2000, at 10:30 a.m. CDT. Copies of the proposed rules may be obtained from and written comments sent to the South Dakota Lottery, 207 East Capitol Avenue, Pierre, South Dakota 57501, and must be received on or before June 1, 2000. This hearing is being held in a physically accessible place. Persons who have special needs for which the department can make arrangements are asked to call (605) 773-5770 at least forty-eight hours before the hearing.

Executive Appointments:

Steven M. Pirner, Pierre, was appointed on May 8, 2000, as Secretary of the Department of Environment and Natural Resources, effective June 1, 2000, and to continue at the pleasure of the Governor.

Dorothy Stake, Lennox, was appointed on May 10, 2000, to the Tobacco Prevention and Reduction Advisory Board, effective July 1, 2000, and to continue until July 1, 2003.

CORRECTION: On page 149 of the Register, the date of the Division of Securities hearing has been changed to June 27, 2000.

On page 150, under Administrative Rules Filed in the Secretary of State's Office, the hearing date for the Department of Commerce and Regulation: State Banking Commission, is April 12, 2000.

Rules Review Committee Meetings

The next meeting of the Interim Rules Review Committee will be held Wednesday, June 7, 2000, in Legislative Conference Rooms 1 and 2 of the State Capitol, Pierre, starting at 9:00 a.m. The committee chair has set the following tentative meeting schedule for the 2000 interim: July 11, August 16, September 12, October 18, November 14, and December 12. Agencies whose rules have had a public hearing are asked to have a representative present at the meeting to give background information on their rules.
