NOTICES OF PROPOSED RULES (The date in parentheses is the date the rules were filed in the Legislative Research Council):

Department of Game, Fish and Parks: (September 15, 1999) is proposing rules to increase the temporary park entrance license fees at Custer State Park, amend camping permit fees at Custer State Park, permit the taking of "any" elk during the depredation hunt and eliminate the fee charged to a qualified landowner, restrict the possession of uncased firearms at Hazel's Haven Fishing Access in Moody County, permit the use of artificial lights while fishing, provide for an unlimited harvest and possession of bullhead statewide, change fishing limits on Minnesota and Nebraska boundary waters, impose fishing limits on Iowa boundary waters, amend fishing regulations on special management waters, establish the annual quota of paddlefish, establish the number of archery paddlefish tags that are available, and change the area within the Cheyenne River where setlines may be used for taking rough fish and certain catfish.

A public hearing will be held at the Izaak Walton League Building located on the west edge of Webster, South Dakota, on October 7, 1999, at 2:00 p.m. Copies of the proposed rules may be obtained from and written comments sent to John L. Cooper, Secretary, Foss Building, 523 East Capitol Avenue, Pierre, South Dakota 57501, and must be received prior to the hearing date. Comments may also be sent by e-mail to scottc@gfp.state.sd.us. E-mail comments must include the commenter's name and address. Persons who have special needs for which the department can make arrangements are asked to call (605) 773-3387, before the hearing.

Secretary of State: (September 17, 1999) intends to adopt rules to implement Constitutional Amendment E concerning ownership and interest in farming which requires that certain corporations, limited partnerships, limited liability companies, limited liability partnerships and trusts file a document with the Office of the Secretary of State.

A public hearing will be held in the Governor's Large Conference Room, 2nd Floor, State Capitol, Pierre, South Dakota, on October 14, 1999, at 1:00 p.m. Copies of the proposed rules may be obtained from and written comments sent to the Office of Secretary of State, 500 East Capitol Avenue, Pierre, South Dakota 57501, and must be received by 10:00 a.m. on October 14, 1999, to be considered. Comments may also be sent by e-mail to sdsos@state.sd.us. E-mail comments must include the commenter's name and address. Copies of the proposed rules may be obtained on the Internet at http://www.state.sd.us/sos/sos.htm. This hearing is being held in a physically accessible place. Persons who have special needs for which the department can make arrangements are asked to call (605) 773-3537, at least forty-eight hours before the hearing.

NOTICE: Department of Social Services: On September 16, 1999, the Department of Social Services filed three memos to explain recent changes to the Food Stamp Program Certification and Accountability Manual. The memos deal with the provision of expedited services, prisoners, and income guidelines.

Rules Review Committee Meeting

The next meeting of the Interim Rules Review Committee will be held Tuesday, October 19, 1999, in Legislative Conference Rooms 1 and 2, Third Floor, State Capitol, Pierre, starting at 9:00 a.m. Agencies whose rules have had a public hearing are asked to have a representative present at the meeting to give background information on their rules.
