NOTICES OF PROPOSED RULES (The date in parentheses is the date the rules were filed in the Legislative Research Council):

Attorney General: Division of Criminal Investigation (December 10, 1998) is considering rules which will make domestic abuse training mandatory for law enforcement officers and allow certificate revocation or suspension for failure to obtain the required training. They are also proposing rules that set minimum standards for employment, certification, and training programs for 911 telecommunicators and also conditions for certification revocation or suspension. The general authority for these rules is SDCL 23-3-35, 23-2-39.4, 23-3-41, 23-3-42, and 34-45-26.

A public hearing will be held in the Rol Kebach Criminal Justice Training Center, Classroom 1, East Highway 34, Pierre, SD, on January 6, 1999, at 10:00 a.m. Copies of the proposed rules may be obtained from and written comments sent to Kevin Thom, Law Enforcement Officers Standards and Training Commission 500 East Capitol, Pierre, SD 57501. Material sent by mail must be received by January 5, 1999, to be considered. Persons who have special needs for which the department can make arrangements are asked to call (605) 773-4610 before the hearing.

Department of Social Services (December 10, 1998) is proposing amendments to update and clarify existing rules to incorporate the latest versions of reference manuals used by the Department when determining the rate of reimbursement for certain covered services, require the use of Medicare-approved transplant facilities, and update the payment limits for psychological services. The general authority for these rules is SDCL 28-6-1.

Interested persons may present statements and arguments, either orally or in writing, relating to the proposed action in Conference Room #2, Kneip Office Building, 700 Governors Drive, Pierre, South Dakota, on Tuesday, January 5, 1999, at 1:15 p.m. Copies of the proposed rules may be obtained from and written comments sent to Jill Wellhouse, Administrative Rules, Department of Social Services, 700 Governors Drive, Pierre, SD 57501. Ms. Wellhouse may be contacted by telephone at (605) 773-3305. Written comments must be received by January 15, 1999, to be considered. This hearing is being held in a physically accessible place. Persons who have special needs for which the department can make arrangements are asked to call (605) 773-3305 at least forty-eight hours before the hearing.
